You may simply set the user you want to allow to change IP settings as a member of the local 'Network Configuration Operators' group.
It works like a charm! (Do not forget to ask the user to log off / log on to take it in account.)
To do this:
Control panel > Administrative tools > Computer Managment > Local Users and Groups > Groups > Network Configuration Operators > (right click) Add to Group

if you will read the above post carefully, you will understand that, it is about to give the limited user, the access. it is not about having access without admin's permission.
posting such comments with such words, creates bad impression of the commenter in reader's mind. Think before you comment. at least you can avoid such words to tell someone, you are not agree.
i cant open Computer Managment, there is an error with mmc :(
this solution works fine if you want to change ip using gui. but after if you want to do it uzing cmd (for example using netsh) you cannot doi it as non admin user
